Information Session for IDPs: International Register of Damage (RD4U)

Information Session for IDPs: International Register of Damage (RD4U)

The "Art of Aid" team has launched a series of information sessions in Dnipro to raise awareness among internally displaced persons about the International Register of Damage caused by the aggression of the Russian Federation against Ukraine (RD4U).

What is the Register of Damage?

RD4U is an official international mechanism established by the Council of Europe in 2023. Its purpose is to collect and document claims from individuals and legal entities regarding harm and losses caused by the war, with a future prospect of compensation.

What categories of claims are covered?

At present, the Register of Damage accepts claims across a wide range of categories, covering both individual and collective losses. These include forced internal displacement, damage to or destruction of housing, loss of access to or control over property in temporarily occupied territories, harm to health, death of relatives, violations of children’s rights, business losses, and others.
The list of categories is gradually being expanded to cover all types of harm caused by the war and to lay the foundation for a future compensation mechanism.

For thousands of people who lost their homes or were forced to flee, submitting a claim to the Register is the first step towards recognition of their losses at the international level. Even though the compensation mechanism has not yet been launched, entering your data means that your losses are officially documented and will be taken into account in future reparation processes.

Many of our beneficiaries face difficulties with registration: complicated online forms, lack of clear information in Ukrainian, insufficient technical skills, or missing documents. That is why we have taken on the task of helping people go through this process.

What do we do?

During the session, our lawyer explained:
- the difference between RD4U and the Ukrainian “eVidnovlennia” program;
- what evidence and documents should be prepared;
- how to complete the application step by step;
- what rights applicants have and how personal data protection is guaranteed.

Participants received printed and electronic information leaflets and had the opportunity to ask individual questions. We also provided one-on-one consultations to those who had already started the process but encountered technical difficulties.

As an organization working on the principle of “peer-to-peer” - all our team members have experienced double displacement and know how painful the loss of home can be. That is why we see supporting our beneficiaries in accessing recovery mechanisms as a key part of our work. This is not only legal aid, but also the restoration of dignity and justice for those affected.
